Working Hours: 8 am – 5 pm with occasional evening meetings

Job Summary:

The West Central Indiana Economic Development District, d/b/a Thrive West Central (“Thrive”), is an innovative regional driver dedicated to enhancing community assets while improving the overall quality of life in West Central Indiana through complex problem-solving, quality service, and collaborative partnerships. Thrive West Central’s Economic Development Division supports communities through project development, planning and technical expertise, consulting, data and research, and grant writing and administration.

The Community Development Specialist is an integral part of the economic and community development team charged with providing technical assistance to communities and partners, supporting project development, developing grant applications, administering grants, and providing research and data analysis for studies and plans.

Duties and Responsibilities:

  • Provides technical assistance to other division members in the administration of grants and the development and implementation of economic and community development projects
  • Supports project development alongside community leaders and other partners. Develops a detailed understanding of community needs and helps to identify funding opportunities or tools to meet those needs.
  • Builds cooperative, positive relationships with external stakeholders across the region
  • Assists in resolving issues and concerns of citizens, developers, and public officials
  • Develops and maintains project tracking and management systems to keep assigned projects on schedule, ensure compliance with any applicable regulations, and support successful outcomes
  • Researches, analyzes, and maintains a wide variety of statistical data and maps on topics such as regional demographics, income, land use, taxes, housing, and economic indicators
  • Supports meaningful public engagement and involvement in projects and initiatives. Assists in the planning and coordination of public meetings and the publication of required notices.
  • Maintains detailed and accurate files for all assigned projects
  • Participates in special initiatives and performs other duties as may be assigned from time to time

Accountability: The Community Development Specialist reports to the Director of Community and Economic Development.

Requirements:

This position may be filled at either the junior (Community Development Specialist I) or senior (Community Development Specialist II) level, dependent on the experience and qualifications of the candidate.

For junior level:

  • Bachelor’s degree in a related field, including but not limited to public administration, business, finance, or urban and regional planning
  • At least one year of experience in project management, planning, grant development and administration, community development, business, or a related field
  • Certification as a Grant Administrator by the Indiana Office of Community and Rural Affairs, or the ability to obtain certification within one year of employment

For senior level:

  • Bachelor’s degree in a related field, including but not limited to public administration, business, finance, or urban and regional planning
  • At least five years of experience in project management, planning, grant development and administration, community development, business, or a related field
  • Demonstrated leadership experience and an ability to train and mentor others
  • Certification as a Grant Administrator by the Indiana Office of Community and Rural Affairs, or the ability to obtain certification within one year of employment

Knowledge and Skills:

  • Knowledge of local, state, and federal grant opportunities, including but not limited to the Economic Development Administration, Indiana Office of Community and Rural Affairs, U.S. Department of Agriculture, Environmental Protection Agency, Indiana Finance Authority, and Indiana Department of Natural Resources
  • Demonstrated project planning and management skills
  • Knowledge of economic and community development concepts and tools
  • Ability to interpret client needs and solve complex issues while managing and prioritizing multiple projects and demands
  • Excellent communication skills. Ability to write clear, compelling, and concise narratives and reports.
  • Proven ability to deal effectively and courteously with individuals at all levels and build cooperative, productive relationships with partners

Special Requirements:

  • Must possess and maintain a valid driver’s license and clean driving record and the ability to operate a motor vehicle in a responsible and safe manner
  • Must be legally eligible to work in the United States
