Thrive West Central is seeking proposals from qualified bidders for the construction of 28 Single Family Homes on lots owned by Strat Stacker Inc. located in the Liberty Avenue Neighborhood of Terre Haute.
This project will phased to build approximately 6 homes every 6 months. In order to have the greatest positive impact on the neighborhood and not flood the market the builds will phased in increasing size, cost and amenities. Improvements to the neighborhood amenities, infrastructure and safety are being coordinated with local government and civic agencies as well.
These homes will be sold by Thrive and are intended to fall within the parameters of our Market Potential Analysis. Our intended target market falls in the 60% AMI. These homes will be phased into the market with the intent of:

Bid packages, property listing, architectural plans, bid form will be accessible to registered bidders.
Registered bidders will be granted access to download full plans.
Requirements of Bidders
There is no fee to be a plan holder or submit a bid for any of the bid packages. Plan holders must agree to Thrive’s Terms and Conditions of Plan Holders, which cover the use of drawings and specifications relating to this project.

Eligible Project Types
Bids for the General Contractor package must have a demonstrated experience of five years or longer in the development of housing units and have the capacity to build a twenty eight (28) housing units on or before September 30, 2026.
All bidders must be in good standing with local, state, and federal units of government and demonstrate a good financial history as well as current and future financial capacity

Bid packages, property listing, architectural plans, bid form will be accessible to registered bidders.
A Formal Pre-Bid meeting will not be held for this project. Bidders are encouraged to review the bid packages, drawings and basis of design documents and to visit the properties listed for their own inspection of the property and existing conditions. Proposals are due by the close of business (5:00pm EDT) on December 5, 2025. Proposals will be reviewed, and notice of intent will be issued by the close of business on December 19th, 2026. Contracts will be issued within 2 weeks. Work will be managed by Thrive West Central in coordination with the selected General Contractor. Contracts and Purchase Orders will be held by Thrive.
Pay applications will be sent to Thrive for review and payment. Terms will be NET 30 from receipt of approved invoice.

We will use the following bid schedule for this project.
Design Elements & Basis of Design
Bidders are instructed to review the attached property map and home plans for 3 Bedroom 2 Bath Single Family homes, with various exterior finishes, colors and design elements which are in alignment with a revitalized neighborhood aesthetic. All construction to be in accordance with all federal, state and local codes and neighborhood setbacks established by the City of Terre Haute.
Home Warranty
1-year New Home Warranty – Builder’s Standard. Provide sample copy of warranty with proposal.
Home Owner’s Manual
At turnover of each homeowner will be provided a bound (3-Ring) Homeowner’s Manual with technical documents for each piece of equipment, and appliance and copies of all warranties and contact information for each pertinent vendor associated with warranties.
Provide a finish schedule with all necessary information, warranties and supplier information.
Provide attic stock of hard flooring and each paint selection.

Proposal Content
Each Proposal shall include the following:
- 1Design Plans: Provide no less than three architectural designs and a tentative schedule for each proposed build site. (Exhibit A)
- 2Submittal schedule with selections: complete the submittal log (do not include physical submittals at bid), including features and finish selections for each architectural plan. (Exhibit B).
- 3Cost to Build: Present detailed cost proposal of each home. Include the total cost to build and any alternates. Provide a preliminary cash flow for this phase of the project with anticipated draw schedule.

Project Timeline: Submit a summary project plan and timeline, including potential staging areas, worksite security and site supervision plan.
- 5Community Impact: Describe any impact or concerns this project may have on the community, improving neighborhood aesthetics, or enhancing local infrastructure.
- 6Developer’s Experience Portfolio: Provide a portfolio of past projects to demonstrate your track record, experience, and reliability.
- 7Financial Capacity: Provide a financial institution letter attesting to your financial capacity to complete the proposal.
- 8Pending Litigation: Do you, your company, or companies you own or operate have any pending litigation that could impact the development?
Scoring And Evaluation
A selection committee will evaluate proposals and provide independent evaluation of each. The selection committee will score, and recommend award of contracts based on a scoring rubric. The categories for scoring are:
Environment and Sustainability Considerations
We encourage the use and development of homes that use and adhere to best practices in environmental and sustainability practices; however, it is not a requirement but will factor into the categories above.
Changes to Work
No changes to work will be entertained for changes to design or availability/cost of materials or equipment.
