Thrive West Central in partnership with the City of Terre Haute and Strat Stacker, is seeking proposals from qualified bidders for the construction of 28 single family homes throughout the Liberty Avenue neighborhood. This project is part of Thrive’s Homes for the Future initiative, where we seek to develop new housing units that are at or above 60% of the area median income (AMI).
In order to have the greatest positive impact on the neighborhood and not flood the market too many builds at once, development will be phased in over an 16-20 month duration. Many of these homes will offer comfortable floor plans, attached garages with rear load access, modern amenities, and looks that blend into the neighborhood character. Improvements to the neighborhood amenities, infrastructure and safety are being pursued which will maximize the investment in the community being made by Thrive West Central and its partners.
These homes will be sold by Thrive and are intended to fall within the parameters of our Market Potential Analysis. Our intended target market falls in the 60% AMI. Objectives for this program:

If you would like to bid on this project as a general contractor or subcontractor, you will need to complete an application and verification to gain access to the design plans. After approval, you will be granted access to the formal design plans and bid packet. Instructions for registering can be found below.
There is no fee to register. Plan holders must agree to Thrive’s Terms and Conditions of Plan Holders (link), which cover the use of drawings and specifications relating to this project.

A Formal Pre-Bid meeting will not be held for this project. Bidders are encouraged to review the bid packages, drawings and basis of design documents and to visit the properties listed for their own inspection of the property and existing conditions. Work will be managed by Strat Stacker in coordination with Thrive West Central, the City of Terre Haute Redevelopment, and the selected General Contractor. Contracts and Purchase Orders will be held by Strat Stacker.
Terms and Conditions of Plan Holders
All Bid Documents and Drawings are provided solely for the purpose of preparing bids for this project. They cannot be used for any other purpose, copied, reproduced, transmitted, or communicated to a third party without written consent of the owner and architect. The drawings remain the property of the owner/architect, even if the project is not executed. The owner or the owner’s designee may use the drawings on other projects.
Process
To obtain bid documents and plans click the Register to Bid button below. Complete the required information application, check the box acknowledging Thrive’s Terms and Conditions of Planholders and click Submit. Your application will be registered and sent to our Project Manager for review. The Project Manager will contact you for a verification check. Your registration will be reviewed, and once approved, you will be added to the Planholder list and you will be emailed a link to download all of the bid documents and drawings.
Proposals will be accepted from General Contractors, Subcontractors and Material Suppliers. All proposals are due by the close of business (5:00pm EST) on February 5, 2026. Proposals will be reviewed and notice of intent will be issued the following week. Contracts will be issued within 2 weeks.
Bidders are welcome to provide bids for all 28 properties. At this time proposals will be reviewed and contracts issued for Phase 1 of this project.
Design Elements & Basis of Design
Bidders are instructed to review the property map and home plans for 3 Bedroom 2 Bath Single Family homes, with various exterior finishes, colors and design elements which are in alignment with a revitalized neighborhood aesthetic. All construction to be in accordance with all federal, state and local codes and neighborhood setbacks established by the City of Terre Haute.
