Homes for the Future Program

The Homes for the Future – Urban Homescape Initiative will leverage ARPA funds and a portfolio of parcels transferred from Indiana State University (ISU) to the City of Terre Haute to stimulate high-quality infill housing development between ISU and 13th Street. In partnership with Thrive West Central, the Department of Redevelopment invites experienced developers to propose vibrant, sustainable housing that strengthens surrounding neighborhoods and appeals to a wide range of market-rate buyers.

Applications for this program will be submitted through the Thrive West Central proposal portal. Developers and builders may request from five to ten build sites. Thrive’s award funding for this initiative is outlined below. All build sites are eligible for up to $6,500 of targeted Thrive infrastructure support funding per housing unit. To complete the Homes for the Future program, developers must apply for and complete all homes by September 30, 2026. Selected properties have been targeted for Townhomes, and Duplexes in order to provide higher density housing. Developers may propose alternative home plans, however the Thrive Award will be prorated per housing unit.

Please explore the property map below to see available property and suggested building types for each area. Thrive funding will be awarded in accordance with this plan. Developers are welcome to propose alternative ideas which will be evaluated on a case-by-case basis. Developers are welcome to propose mixed use developments along 13th Street; any mixed-use development which includes housing must be for sale-owner occupied housing.

Criteria

This program applies only to properties in this initiative, which are shown on the map below. All property must have Single Family Homes; Townhomes or Duplex Homes constructed on it and must be sold as a primary residence and must have an MLS listing associated with it. This initiative is not intended for development of investment property, rental property, or student housing. Units must be for sale, owner occupied and purchase agreements must include covenants requiring future sales as such.

Criteria for All Homes

    All homes must be site-built, stick-frame construction.

    Roof pitch must be at least 4-12 or match the block average if steeper.

    Front entrance must face the addressed street.
  • 4
    Minimum 20 square feet of window area must face the street or streets for corner lots.

    Minimum 60 square feet of covered front porch required on street-facing elevation.

    Architectural diversity is encouraged. No more than 2 homes with identical elevations may be constructed side-by-side. Color palette should be complimentary and not duplicative to neighboring homes.

    Attached garages must be recessed, and or side-loaded unless approved otherwise.

    Sidewalk installation or repair is required where applicable.
  • 9
    Landscaping plans are required for each parcel including trees in the tree-row and foundation plantings.

    1-year New Home Warranty – Builder’s Standard.

Eligible Project Types

Eligible projects must be independent living units targeting the workforce population. Due to the nature of the grant requirements from the federal government, builders must show expenses for infrastructure-related expenses in the construction or redevelopment of homes. Eligible infrastructure funding categories for new housing units under this program include public infrastructure such as sidewalks, water, sewer, stormwater drainage, driveway and road installation, broadband, and water and sewage tap fees. Work on the project site must not be started prior to the execution of the award contract with Thrive.

Post-Completion Expectations

Home builders will offer a one-year warranty on all units to encourage quality development. In addition, regardless if a buyer is already under contract, each unit must have an assigned MLS# to hit our region’s comparison database.

Requirements

Awardees will be required to have a written narrative for selection considerations. Upon completion of work (infrastructure), photographic evidence of infrastructure completion is required. All records will be required for submission prior to reimbursement. Ribbon cutting is required for the first and last housing unit. Thrive West Central will retain all records for five (5) years.

Penalties for Non-Compliance

Developers/builders are required to submit a timeline for the completion of any projects and adhere to, within reason, any agreed-upon timeline for development. Periodic updates and communication will be an essential part of any award. Quarterly reports are required. Developers who fall behind in their construction timelines may see all or a partially awarded funds reallocated to other applicants or awardees.

If the final project does not meet the approved criteria specified in the proposal, awardees may see a penalty resulting in reduction of their award.

If the homes are not completed within the agreed timeline, ownership may revert back to the City under the terms of the developer agreement, and the acquisition fee may be forfeited.

Payment Terms

Construction of ALL homes in each contract must be completed by September 30, 2026.

Thrive awards are infrastructure award and are paid out as reimbursement for qualified infrastructure investments. Reimbursement will be paid at the completion of contract. Each pay application for reimbursement must be accompanied by invoices from the supplier/vendor and documentation of completed work – including photos. All reimbursements totaling over $10,000 to any single vendor must be accompanied by a second estimate and a written narrative explaining the rationale for vendor selection.

Process

Applications will be submitted through the Thrive Portal.

  • Review the neighborhood map for available properties. Build sites are combinations of existing parcels and addresses.
  • Create a list of 5-10 adjacent Build Sites for each proposal. Your list should include the addresses and parcel numbers shown on the map. You may cut and paste these from the information displayed when you click on each build site.

  • Attach the required exhibits for all applicants:
  • Summary description of the project: Submit a written description of the proposed development. Include the number of housing units, square footage, the total amount you are asking for, and the targeted sale price. The expectation is to connect this to the Vigo County Market Potential Analysis.
  • Property Listing of requested lots: List should include address and parcel numbers from each lot. Note that lots are made up of multiple parcels.
  • Design Plans:  Provide detailed architectural or engineering design plans for the overall development and the housing units.
  • Financial Projections: Present detailed cost estimations of the project and appraisal estimates. Include the total cost to build, the cost on infrastructure broken down, the amount of loan/investments, the amount you will need to cover, and the amount of your request. This shows the gap that is limiting development. Also, show the Market Value of the entire project along with the percentage of Homes For The Future investment.
  • Project Timeline:  Submit a detailed project timeline. All construction must be completed by September 30, 2026.
  • Impact Report: Describe any impact this project may have on the community, including job creation during and after construction, population attraction/retention, improving neighborhood aesthetics, or enhancing local infrastructure.

  • Risk Assessment:  Outline the potential safety, schedule, financial risks, and corresponding mitigation strategies.
  • Developer’s Experience Portfolio:Provide a portfolio of past projects to demonstrate your track record, experience, and reliability.
  • Certifications and Licenses:  Identify and submit proof of relevant certifications and licenses for the designer, construction, and future property management.
  • Thrive Material and Equipment Submittal Form: Record of finishes, equipment and fixture schedules.
  • Financial Capacity:  Provide a financial institution letter outlining your financial capacity to complete the proposal.
  • Pending Litigation:  Do you, your company, or companies you own or operate have any pending litigation that could impact the development?
  • Local Zoning:  Does this project need local zoning or planning commission approval?

Scoring And Evaluation

A member of Thrive’s Housing team will review the application and contact you with any questions or clarifications about your application. Applications are accepted and reviewed on a rolling basis. All applications received by the close of business on the first Monday of each month will be reviewed for completeness and presented to the Redevelopment Commission for evaluation and scoring at their monthly meeting. Successful applicants will be notified by Thrive’s Housing Department. Awardees will receive a contract from Thrive for funding, and a contract with the Department of Redevelopment for transfer of property deeds.

    Proposals will be assessed based on, but not limited to, the following criteria:

    • Architectural design, quality and aging-friendly elements
    • Timeline for construction
    • Community impact and neighborhood elevation
    • Overall proposal competitiveness

    Successful applicants will be required to pay an acquisition fee to the Department of Redevelopment in the amount of $4000 per unit. This fee covers the costs of surveying and title work. Deeds will be picked up at the Department of Redevelopment at which time payment of the Acquisition Fee will be required. Builders will have 30 days to record the deeds with the City Clerk.

    Awardees of Thrive Funding will receive a contract from Thrive which must be executed prior to beginning work.
